Robert W. Pomfrey, President & Chief Executive Officer
As founder and President of POMCO Group, Mr. Pomfrey directs the overall technology and management operations of the company, helping to build it from an organization with a handful of employees and $36,000 in revenue in 1978 to a multi-million dollar company that is among the top 10 TPAs in the country in terms of size, serving clients across the U.S. Mr. Pomfrey oversees the daily operations and strategic vision for the company, which has grown to include close to 400 employees.

A licensed New York State insurance consultant, Mr. Pomfrey has more than 30 years of experience directing benefits administration management. He is a graduate of Clarkson University. Mr. Pomfrey is deeply committed to a variety of community causes, particularly in Eastwood and surrounding areas where POMCO Group calls home. He has closely worked with Eastwood Neighbors Association and been instrumental in spearheading Eastwood's recent neighborhood revitalization efforts. Mr. Pomfrey has also been an active supporter of several additional community initiatives, including Jazz in the City, Kicks for Kids, and a Mobile Arts Literacy Bus (M-LAB) education program with Syracuse University.
Donald P. Napier, Senior Vice President and Chief Operating Officer
Mr. Napier is responsible for the client and services operations and business acquisition activities for POMCO. He has more than 20 years of managed care and health insurance related experience that includes senior management roles with Ernst & Young Management Consulting Services, Matthew Thornton Health Plan and Blue Cross Blue Shield of Massachusetts.
He also has experience in health maintenance organization and managed care consulting, strategic planning, medical and service operations management, financial and provider contracting operations, and provider network management. Mr. Napier holds a Bachelors of Science degree in Marketing and Management and a Masters of Science degree in Industrial Management, both from Clarkson University. He also serves on the board of CNY Works. |  |
Terrence C. Dowd, Jr., Senior Vice President and Chief Financial Officer
| Mr. Dowd joined POMCO Group in 1987 as controller for POMCO Group and has progressed to his current position. He has more than 20 years of employee benefit related experience in the self-insured marketplace. His responsibilities include financial planning and analysis, funds management, client plan reporting, claim projections, benefit planning, plan analysis and consulting, as well as financial management and internal quality assurance for POMCO Group. Mr. Dowd holds a B.S. degree in Accounting from Rochester Institute of Technology and an MBA in Finance from Syracuse University. He currently serves on the board of the Northwest YMCA and Midstate Youth Hockey, and is on the KARE Foundation Golf Tournament Committee. |  |
Loretta A. Zolkowski, Vice President, Service Delivery
| Ms. Zolkowski is responsible for delivering innovative, cost-effective service solutions to POMCO Group's clients, while positioning the company for continued growth. Ms. Zolkowski has been with POMCO Group since 2001, most recently as Director, Business Development. She came to POMCO Group with more than 18 years of experience in finance, accounting, strategic planning and business development from United Technologies-Carrier Corporation. Ms. Zolkowski holds a bachelor's degree in Economics and an MBA in Finance from the University of Chicago. She is president, Board of Directors for Junior Achievement of Central New York and also serves on the Board of Trustees for YWCA for Syracuse and Onondaga County. |  |
Vanessa Flynn, Vice President, Client Services
| Ms. Flynn oversees all client account service activities. Prior to joining POMCO Group, she was President of KBM Management, Inc., a leading benefits consulting firm in New York, and also served as director of Quality Improvement & Risk Management at A.L. Lee Memorial Hospital, as well as a clinical nurse at Johns Hopkins Medical Center. Vanessa is a graduate of Old Dominion University and holds a New York State agent's license in accident and health insurance. She has been approved and certified as an instructor for the Continuing Education for Agent Licensing. Ms. Flynn frequently speaks at statewide and national conventions on a variety of health care trend topics. She also maintains an active New York State Registered Nurses license. |  |
David Price, Vice President, Risk Management
| Mr. Price has more than 20 years of experience in the benefits sales and operations fields. Mr. Price is a member of the New York State Association of Self Insured Counties, New York Self Insurers Association (Program Committee Member), Syracuse WCB District Practice and Procedure Committee, and the New York Claims Association. He is also a New York State licensed hearing representative at The Workers' Compensation Board. Mr. Price received a BA from LeMoyne College in English/communications. |  |
Elsa Steo, Vice President, EB Services
| Ms. Steo is Vice President and founder of EB Services, POMCO Group's employee benefit statements unit. Ms. Steo joined POMCO Group in 2004 after 10 years as a partner with a human resources outsourcing and consulting firm in Rochester, New York. She currently serves on the Executive Committee for the Ronald McDonald House Charities of Rochester and is immediate past-president of that organization. Ms. Steo is also a board member of the Golisano Children's Hospital at Strong. Ms. Steo has an MBA from Rochester Institute of Technology and a BS in Business Administration from State University College at Brockport. |  |
Dr. Dennis Daly, Medical Director
Dr. Daly is recognized as one of only a few utilization review certified board physicians in Central New York. Dr. Daly brings more than 18 years of physician consulting expertise to POMCO Group. Prior to becoming the company's Medical Director, Dr. Daly served as both a physician consultant and Assistant Medical Director to POMCO Group since 1994. He also maintains a private practice at the Family Care Medical Group P.C. in Camillus, NY.
Kathleen Lamb, J.D., General Counsel & Vice President, Compliance
| As Vice President of Compliance and General Counsel, Ms. Lamb oversees the development, maintenance and adherence to POMCO Group's policies and procedures covering the privacy of, and access to, patient health information as well as compliance with federal and state laws. Prior to joining POMCO Group, Ms. Lamb served as the Vice President of Claims and Risk Management of Professional Risk Management Services in Washington, D.C., the Program Manager for the American Psychiatric Association. She graduated with honors from Harvard University and received her law degree from Hofstra Law School where she was a member of the honorary Labor Law Journal. Ms. Lamb has the following state licenses: New York law license, Texas law license, New York Accident and Health Agent license, Texas Managing General Agent license, Texas Adjusters license and New York Adjusters license. |  |
Kelly Heitmann, Vice President, Information Services
Ms. Heitmann will lead the information sevices team in the development and implementation of innovative technologies that will provide improved services to POMCO Group customers and clients. Her focus will be on updating the technological infrastructure to acccomodate improved reporting capabilities and claims data management. In addition Ms. Heitmann will use new platforms to provide additional online resources for members, clients and providers. Prior to POMCO Group Ms. Heitmann was owner of Heitmann, Inc. |  |
